The game official (or a selected coach or parent volunteer,
if a game official is not available) who officiates the game is not
to be argued with or openly criticized. An official's misunderstanding
or misapplication of a rule should only be discussed privately and in
a constructive manner, at either half time or at the en 'of the game.
We all must recognize that the human factor is an element of every competitive
sport. |

All games will consist of two
20 minute halves and a 5 minute half time break. Each game is to START at the scheduled starting time. Any team not on the field and prepared to start its game, within 5 minutes of the scheduled start time, will forfeit. No stoppage/injury time will be added to either half |

Each team will play according to the style of play prescribed by its league: | |||
|
U-10
|
6 players including the goalkeeper. Minimum of 4 players on any team | |||
|
U-13
|
8 players including the goalkeeper. Minimum of 6 players on any team. (a 9th player may be added by agreement of both team's coaches.) | |||

U-15
|
11 players including the goalkeeper. Minimum of 8 players on any team | |||
| A coach fielding a team with
a roster of fewer than the number of players for its league's style of
play but having at least the minimum number of players at start time,
as set above, may play the match. The opposing team will field a reduced
number of players to match the number available to their opponent. If,
during the match, the short-handed team chooses to remove a player from
the field, the opposing team is NOT obligated to match this action. If
a player arrives late the short-handed team must notify the referee and
opposing coach at the next stoppage of play so the sides can be adjusted. A team that can't field a minimum number of player at the start of the match, or any part of it, forfeits that game with a win being awarded to the opposing team. For the standings a win resulting from a forfeit will be posted as 1-0 victory. |

All players on a team must play a nearly equal amount of time during games and throughout the tournament. Coaches also must rotate players into different positions throughout the day. Unlimited player substitutions may only be made during a stoppage of play after gaining the attention of the official, as follows: after a goal kick is called for either team, after a goal by either tem, after a throw-in is called (but only by the team receiveing possession of the ball) and at half-time. Substitutions may not occur during corner or free kicks. | |||

The goalkeeper
cannot use his or her hands to pick up a ball that has been played directly
back by a teammate. The goalkeeper may punt or drop-kick the ball the entire length of the field; it just cannot go directly into the opponent's goal. An indirect free kick is awarded the opposing team at the center spot on the halfway line if a goalkeeper punts or drop-kicks air into the opponent's goal. A goal may be scored directly from a goal kick, but only against the opposing team. |

Sliding tackles and overly aggressive conduct or play are not permitted. | |||

Throw-ins must be done correctly with both feet on the ground and the ball thrown over the head with two hands. If done incorrectly the opposing team will be awarded a throw-in from the same spot. | |||

The Off Sides rule WILL be called by the referees for U-12 & U-16 league games. Although there will be no off sides rule in effect for U-10 league games, players should not deliberately stand or run behind the last opposing team defender, creating an off-side condition. If this is observed, players will be warned by the referee. Persistent disregard of warnings will result in a direct free kick by the opposing team. | |||

All regular games which are tied after regulation time has expired will remain tied and will be recorded as such. Games that require the determination of one winner, such as a championship game, will have the tie broken by first playing an overtime match of two 5-minute halves with the teams changing sides of the field between the 1st and 2nd half. THe game will end once the first goal is scored during this time frame. If still tied after ovetime, a penalty shoot-out will be used to determine a winner as described below in item 13c. | |||

Mercy Rule - once a game reaches a 5 goal differential the score is final, however any ramaining time will be played out. | |||

At the conclusion of a game, both teams' coaches will convey the final score to the game official, who will give this information to a runner from the Scorekeeper's Table. In the case of a disputed match, the League Manager, in conjunction with the Soccer Day Games Commissioner, will determine the final result. | |||

For the standings, points are awarded as follows: 3 points for a victory, 1 point for a tie, zero points for a loss. In the event any teams are tied in the standings, the tie will be broken as follows: | |||

Only two teams from each league advance
to a finals match, determined as follows: The 1st and 2nd place teams, as determined by overalls points awarded, advance to the finals. If more than two teams are tied for 1st place or if there is one 1st place team but more than one 2nd place team, then the Head-to-Head game result between the teams will determine the winner. If the head-to-head match was a tie, or the tied teams did not play each other, then the following criteria will be applied in the sequence described below until the tie is broken: |

Fewest number of goals allowed in all games played. | ||

b.

Most goals scored (maximum of 5 goals per game). | ||

c.
|
If there is still a tie, a penalty shot shoot-out will be held. Five players from each team will take penalty shots alternately. A different player must take each shot. A coin toss will determine which team shoots first. The goal keeper shall not be substituted unless he/she cannot continue playing due to an injury. Best of five wins. If tied after the first set of five shots, then another player from each team who has not already shot will shoot. This process will continue until a winner is determined. Once all team members have shot once, they will shoot again in the same sequence. | ||
